Pyramiden (in the province of Svalbard, Norway), situated at the 79° northern parallel, seems to possess all the requirements that any good DeBaser attendee would be proud to claim as their own:

3) The plentiful presence of many friendly Polar Bears

Applications and discussions among candidates wishing to participate must, or rather can, only happen via fax: no cell phones, WhatsApps, or mixed assortment intercoms.
