It’s often not easy to distinguish casual haphazardness from a more calculated approach. Perhaps Sonic Youth were never concerned with the qualitative level of singing in the sense you mean. After all, their sound was extremely refined, and by 1986, they had already reached a sort of "noise mannerism" that makes me think they hadn’t forgotten about singing. But do you really think the singing is that patched up? And what about when you listen to Horses by Patti Smith?
