No, you can't say that David Thomas was a notch below Ian Curtis, no no no! Let's contextualize more precisely: the new wave was born in the U.S. in '75 with Patti Smith (Pere Ubu, Talking Heads, Television, etc.), while from '79 with Joy Division (and perhaps even earlier with Siouxie Sioux, later with The Cure, Bauhaus, Dead Can Dance, and in the Eighties Sister Of Mercy, This Mortal Coil, etc., etc.) the gothic wave emerged, which has little to do with the early new wave (especially the American one)... Curtis was Victorian to the core, tormented by the ghosts of the post-war era, having lived in a distinctly different context from the American new wave (meanwhile, between these two poles, there was the flare-up of punk, let's not forget...)... this rant to say that the definition of new wave should be taken as when one refers to grunge or indie, meaning everything or nothing. It's too arbitrary as a definition, too abused.
