The risk of congestion, first of all, I believe, should be better described as a risk of backlog for editors and certainly not as "excessive expansion of the review database," which I don't believe is a risk at all. Moreover, however one may call it, this risk for comics and similar media is very high because it's much easier for there to be numerous issues that a user wants to discuss, while - aside from your quip - taking the trouble to review a football match, if it isn't particularly compelling, I think is much rarer.
