Well, it is a necessary condition because a musician, even if they play two notes every 20 measures, must have, how can I put it, CONTROL, CALCULATION of those two notes; that is, they also have a technical depth (unless this musician is just playing randomly!), even if their "reason for being" certainly does not lie in the mere technical aspect (otherwise the musician would be a slave to technique!). Matt, what do you disagree with?

Hey, sorry to interrupt, but I wanted to jump into the conversation... I think that technique is merely a tool to give substance to the artist's inspiration. It is therefore essential: but it is not the technique itself that makes the artwork what it is... John Lennon may not have been a technical genius (which is, moreover, something still to be proven!) but what he was able to create was something absolutely sublime...

Yes, I think this album isn't great either... there are a couple of rather nice tracks (razor eater, rise up, attack, freedom isn't free, majestic blue), some that are terrible (in the name of god...), and others that say nothing (mad dog...). Here's the rating. Ah, the review is crap.
