...I have not a priori denied the possibility that every element may return... I simply say that a total reconstruction is unnecessary, since even what you mention where elements of the film peek out in the series, their meaning remains permeated by a fundamental ambiguity and they are not essential to grasp the pessimistic message of the story. Clearly, it is preferable to watch the series before the film.

Regarding Jeffries' appearance, did you notice that when Cooper is watching the footage from the main camera with Gordon, saying "Phil was here," the side screen shows none other than Phil Jeffries walking down the street? :-)
