Naples could have been the capital of Italy, but the Navy said it was indefensible.
Choosing it would have had 3 effects:
1) strengthen the maritime destiny of the country, of which the Risorgimento is a chapter
2) cool down the clash with the Church
3) tackle the Southern Question in the midst of a civil war.
