One of the last interesting albums from U2, even though I've always found it overrated: it never really grabbed me, probably due to the overly gritty sounds. However, there are some compelling melodies, and then there's "Love is blindness," which I believe is the best track on the album (while I find "One" overexposed, especially after the mess they made of it years later, along with Mary J. Blige). For me, the best album of 1991 is "Out of Time" by R.E.M.
