Hi Fred! In fact, I never said that anyone with technique (in the preconceived sense of the term) can't create art: of course they can, it would be silly to argue otherwise. However, I've always approached the discussion from another point of view: namely that one can also do without such technique to make art, especially in rock. In the case of the band in question, that approach to technique is the only source of expression, meaning that expression becomes a reduction of art to a mere exercise in style.

Fred, I completely understood your point, and in fact, I already told you: understood as you mean it, it's clear that no one overlooks technique. But yours is not unassailably the only way to see things: because there is no strictly "personal" technique that stems from experience, unfortunately, there is also a codified technique that is an assimilable style. An a priori interpretative schema that can be learned.
