By the way, I haven't informed myself properly about September 11, so I can't express absolute ideas, but I don't see how it could be inconceivable (unfortunately) that a head of state might kill a few thousand people when there have been cases of mass killings throughout history that are much larger (Stalin, Hitler, Pol Pot, etc.).
