Damn, I almost forgot Edguy, the first ones are pretty insignificant, but you should definitely listen to the last two. In particular, the last one, in my opinion, is highly enjoyable and leans more towards hard rock than power.

I'll share my point of view on all the bands you've mentioned: Blind Robetta perfectly embodies everything stated in the post to define power metal; Stratos, a good group until their last three albums, which are truly awful; Savatage, I know them a little, and that little hasn’t excited me; Angra has its highs and lows, but one of their best, Temple of Shadows, is very beautiful; Helloween, the early ones are seminal, in my opinion, the true trailblazers of power metal, but after that, almost all garbage thanks to that idiot Andi Deris. You forgot perhaps the best of them all, which is Kamelot.
