Pantera are something very different from Sepultura, a great band at least until Roots. Let me explain right away: Sepultura play death metal (you yourself mentioned Arise and Chaos A.D.), Pantera play thrash with a touch of power. You can't say they are a poor copy of Sep, they are two worlds apart, and this album was one of the last, true, great masterpieces of metal.
