Alessio, that is what can be inferred from the first 10 minutes of the film... it's the last 30 minutes of Munich that throw in the viewer's face how pointless and vain the protagonists' efforts have been, and how, based on such assumptions, nothing is achieved.

Munich is one of the most incisive and direct critiques that Western cinema has ever made against Israel. It illustrates how and why those who govern that country have reached the point of responding to an act of violence solely with another act of violence. It denounces the failure, the futility of persisting on the path of blood, which is still evident to all. To see it as propaganda is blindness or bad faith.
