Here, we need to separate things. The album can indeed be terrible, and giving it a 1 is legitimate, but when someone justifies that 1 with a sentence like "and I obviously don't compare them to the Genesis but to a bunch of Punk bands that, in my opinion, definitely break their ass," it's clear that they're shifting the focus back to the context. In '77, I don't think there were any bands more "punk" than the Pistols. I prefer GI by the Germs as an album in itself, but Never Mind the Bollocks defines a before and after in the history of music: punk (even the term "punk") is born with that album. We need to acknowledge that and not bring it up as a justification for a 1.
