I instead have reevaluated it a lot, the most "extreme" album by R.E.M. (and Berry's departure was a godsend), part of the "trilogy: let's not always do the same things," inaugurated by "Monster," and here reaching its peak with finally "loose" rhythms and tracks not made with the mold (P.S.: Radiohead opened for the "R.E.M." when they were in the midst of their experimental period, then they cranked out the "milestones" "Kid A" and "Amnesiac," 2 years after "Up"; for me the journey is the same, only the outcomes, in terms of massive reception, differ).

"Half a crap" doesn't seem to me, it's the first more than decent album they've released in over ten years... "Horse Power" and "Swoon" alone outshine all the "big singles" from their golden days!
