The top 5 are UNMISSABLE for those who love the genre, but I recommend reigning sound, jay reatard, and the deadly snakes to everyone instead.

But Garage in the sense that they really play '60s garage rock but in the '90s? Or is there some evolution-contamination?

Definitely influenced by punk, at least in most of the bands, I don't like excessive revivalism. In the cases of Dirtbombs, Jack O Fire, Lord High Fixers, Lost Sounds, Monkeywrench, Jay Reatard, reigning Sound, the contamination is not limited to punk, but is much more varied.

This is a nice thing, which I will keep in mind if I ever hear someone from those you mentioned.
