You consider "stars" to be people that no one knows, but "businessmen" to be those who have managed to do something in life. Madonna has always been there. She has always been heard on the radio. Every one of her songs had something new and old at the same time. Even my grandmother, who listened to Claudio Villa and Dalida, knows her. Everything she wore became a trend, from cowboy style to chains, to henna (I don't know if that's how you spell it) on her hands to army style. Madonna was, is, and will always be a star. Period.
