It's as if the entire record was one big track, everything stays on the same frequencies, the record advances but the listener doesn't perceive it. This record does not enrich itself with new sounds, they do what they've always done, with the difference that this time they do it better, it's so beautiful to hear that distorted guitar becoming increasingly insistent that you no longer pay attention to the words, you let yourself be carried away. It's clear that they are playing at being Fugazi, but they can't succeed, no one ever could. You might be thinking that it's negative (logically) for a band to try to emulate another, often it is, but if you try to emulate Fugazi it's never a bad thing, there's always an underlying respect.
