A bit of objectivity and a complete understanding of the matter is needed—meaning having listened to everything, having seen them live at the time, reading and listening to what has come out afterwards—
To summarize from my point of view, it says a lot about their aesthetic being quite tacky, especially Rose—yet in another era they would have been defined as glam, not tacky—plenty of drugs and success from nothing, which affects the media and the judgments: a great album and another valid one but ruined by being "double".
So much chaos and apparent superficiality comes out in hindsight... Let's say they chose the wrong decade; in the mid-70s, they would have been straaaaaaacool, now they seem like stracoglioni... A middle ground for me...
Whoever said that Dylan's version is horrible, I don't know what they heard; it's stunning, but taste is personal, of course.
