The most talented of the quartet, I believe He is the inventor of American psychedelia.
P.S. Who knows if maybe He and the one you think of, Syd Barrett, had made a record together; who knows if it would have resulted in a masterpiece of mixed psychedelia and what songs they would have created... an atomic bomb!!
