It is impossible to have more expressive freedom and therefore artistic potential than what exists in rock; practically anything is allowed, as long as it makes sense. If it doesn't make sense, then we find ourselves in the realm of improvisation, and often jazz pops up. Personally, however, I find a work that has an "artistic" sense to be more expressive than one that lacks it. The cases where jazz reaches remarkable heights of expressiveness are precisely when it brushes against the shifting colors of rock... but that's just my opinion... you are free to think differently :)
