I think that technique is a primary aspect of art... without it, not much can be accomplished... take, for example, Michelangelo's David... if Michelangelo hadn't been an expert in his technique, that perfect work wouldn't have come to life... technique is essential to provide quality (and not beauty... beauty is subjective).
