Look, there definitely were persecutions; in fact, it's certain that there were (well documented), but there was also the national-popular and Catholic aspect, so much so that Wojtyla, in '63 (I checked), was ordained archbishop of Krakow. Now, I don't believe that Roman Christians had the opportunity to ordain archbishops.
