Most likely, the story of the dog and Vargas is a hoax. Also because it started from anonymous blogs and spread like wildfire, aided by email "chains," without providing evidence or the details of the wrongdoing. The fact is that - I read it some time ago - the stray was indeed captured outside the city and then tied up in the museum, but only for three hours a day.
