Alright, STIPE, I thought you were talking about prog in general. I won't comment on the birth of prog-metal because I don't know much about it; of course, there are many albums from the '80s that contain a lot of progressive (metal), like Steve Vai, Racer X, and so on... Anyway, I repeat, I avoid making claims. In an interview with Petrucci (from the concert at Budokan), he said that prog existed before them and then unexpectedly (according to him) they found themselves being the quintessential prog band.
