Absolutely NOT the best; in my opinion, "Transient Random Noise..." can't be beat by anyone, a masterpiece unmatched by this band, as well as being truly one of the best albums of the '90s and not just in my view. But this remains a great album... their last great album; unfortunately, then something broke in my opinion...
