As sad as it is, it's the paradigm of the average Italian, or at least of most Italians. The Italian abroad is not known as honest, but as clever: people vote for him because they identify with him, they vote for him because they see in him the outcome of being more "clever" than others in life, rather than earning a living through honest work. A vote for the representation of Italy in the world: it perfectly reflects the kind of people there are in Italy.
